Riverside

Pedestrian/Cycle/Public Transport Infrastructure

· A 3D map-based strategy for orientating, that is integrated with the use of large public art installations at strategic locations.

· Disabled access improved through the installation of clean, safe lifts.

· A new cycling route between St Thomas’ and the Oxo Tower along Belvedere Road, with provision of cycle stands along the route.

· Improve connections to river-bus piers, made in conjunction with a new all-day 12 minute headway service for commuter and tourist traffic.

· The bus service RV1 increased to a 5 minute headway service.

· The bus service 381 extended to stop at St Thomas’s Hospital.

· A major new taxi rank on York Road, replacing the existing rail station ranks. Space will also be provided for “kiss and ride” facilities.

· A taxi stands provided for Kings College.

A porter service should be made available by the new taxi rank on York Road to assist elderly and disabled to assist with access to the train station.

Access/servicing/parking

· Rationalised supply of short-stay parking that allows shared parking for different activities and land-uses.

· New Transport Management Association to dedicate resources to solve existing coach parking issues (Interim solution).

· Coach park provided underneath Waterloo Station with access from York Road (Long-term solution).

· Curb space freed from relocated coach parking spaces can be partly re-allocated to taxi’s and bus stands.

Railway

Pedestrian/Cycle/Public Transport Infrastructure

A new pedestrian space will be created on Waterloo Road and Mepham Street. This space will welcome visitors and enable them to orient themselves to the surroundings.

During peak hours this pedestrian space will play a vital role in accommodating large pedestrian flows and pedestrian queues for surface public transport services.

The main train station concourse will be lowered allowing the station to be made permeable to allow East-West movements between the Shell Centre and the top of Lower Marsh and between the Shell Centre and Waterloo East.

A major bicycle park will be provided on Tennyson Street, in place of the existing interim bus station. This bicycle park will also act as a focus for tourist information and travel information. From this information focal point visitors are directed towards Hungerford Bridge and Gabriels Wharf to the north.

Secure bicycle facilities will also be located at Wooten Street and in the south east corner of the new interchange space.

Cycle routes will be provided that connect to the new bicycle facilities.

Waterloo Road will be public transport only between the Imax and The Cut. Tam lines / guided bus-ways will provide visitors a striking guide for the major north-south connections that Waterloo Road provides.

Two new bus/tram interchanges will be provided: one at the northern end of Waterloo Street, opposite Kings College, the further south on Waterloo Road, just above The Cut and Lower Marsh.

A new ticket hall will be provided on the eastern side of Waterloo Road, close to a new access to Waterloo East on the western end of Wooten Street. This will provide access to the underground system for residents and employees east of Waterloo Road, passengers from Waterloo East and passenger from southbound buses and trams - reducing street level pedestrian conflicts.

 

When Eurostar vacates there is an opportunity to provide a new express service between Waterloo and Heathrow, via Feltham. This will demand a new much needed rail link between Feltham and the airport. This link, if programmed with stopping patterns at Clapham Junction, will provide a much more useful link for those living in the South West, and also allow interesting links to be made between Gatwick airport and Heathrow.

Access/servicing/parking

A car park, coach park, car-club and car-hire facility will be accommodated underneath the station, with access from York Road. The car park will be used for the new residential and employment uses associated with the development in the rail-station zone; and for market traders in Lower Marsh.

Lower Marsh

Pedestrian/Cycle/Public Transport Infrastructure

Major proposals for transport interchange improvements present significant opportunities for the Lower Marsh Area.

· Pedestrianise Lower Marsh to accommodate the induced footfall of pedestrians from improvements to Leake Street and Upper Marsh.

· Junction outside Lambeth North LUL Station reconfigured to provide higher priority to pedestrians.

· Cycle priority along Baylis Road.

· The Brixton Branch of the Cross River Tram (CRT) directed via Lambeth North LUL station.

· Prior to CRT, service 521 extended to Brixton and frequency increased.

A taxi rank should be supplied on Westminster Bridge Road, close to Lambeth North tube.

Access/servicing/parking

· Transport Management Associate to dedicate resources to identifying parking provision for market traders in relation to pedestrianisation of Lower Marsh.

· Consolidated parking area for market traders under Waterloo Station (Long-Term).

Residential

Pedestrian/Cycle/Public Transport Infrastructure

Cornwall Road will undergo improvements to promote it as a walking connection between the South Bank, Waterloo East Station and The Cut.

Traffic will be reduced along The Cut due to the closure of Waterloo Road to private traffic. This provides an opportunity to reprioritise the road space to pedestrians and cyclists and provide spill-out space for café’s, bars and restaurants during the summer months.

Cornwall Road requires wider paving and measures to deter existing rat-running vehicles and motorbikes from speeding along this unmonitored street. When Waterloo Road is closed to private traffic, further measures will be required to avoid Cornwall Road being used as a diversion route.

East-West commuting pedestrian movements via Roupell Street should be relocated to a new dedicated commuter pedestrian route along Wooten Street and a new pedestrian link between Wooten Street/Greet Street and Hatfields, along the edge of the Waterloo East Station. A new access to Waterloo East Station and Southwark LUL station will be provided along this new link.

A new access from Waterloo East Station to the western end of Wooten Street will also be supplied – upgrading Wooten Street to a public transport interchange space.

A taxi rank will be provided along Wooten Street, that will serve both public transport users and visitors to The Cut.
